The US Federal Aviation Regulation that governs non-commercial general aviation, including most private aircraft owners flying themselves and their guests.
IN PRACTICE
Part 91 prohibits payment in exchange for transportation. A Part 91 flight that accepts compensation is operating as illegal charter unless it falls under one of the narrow exemptions (e.g. cost-sharing under Section 61.113, time-sharing or interchange agreements).
